Harvey Centre

The Harvey Centre, a shopping centre located in Harlow town centre, was built in 1981 and today comprises more than 125 retail units and a 726-space multistorey car park, welcoming 240,000 visitors a week. It is benefitting from a £10 million refurbishment to update the existing units, and it will also incorporate a multiscreen cinema and six new restaurants.

The Challenge

To ensure the Harvey Centre continues to attract and welcome the high number customers each year it was imperative that thorough attention was given to all aspects of the site’s appearance. The shopping centre management prioritises two specific needs: the shopping experience of its visitors; and creating a pleasant working environment for its staff. To this end it needed to work with a trusted cleaning provider who thoroughly understands the specific demands of retail environments.

The Solution

Axis Cleaning and Support Services provides a team of 16 cleaning operatives led by a Cleaning Manager and a Service Yard Supervisor. The team is responsible for the cleaning of the centre, its washroom, the back office, and all external areas including the service
areas and car parks. The service is delivered across three dedicated shifts: the early morning team ensures the Harvey Centre is presentable before it opens its doors; a daily cleaning team works throughout the day carrying out janitorial duties and patrolling the mall, including the washrooms to maintain standards; and an evening team of operatives removes waste from the site, and uses a ride-on sweeper to clear the service roads.

Axis Cleaning and Support Services is also responsible for carrying out periodic cleaning throughout the year in specific areas such as the escalators, ceiling vents, walls and carpets and a deep clean of the washrooms.

As a result of an ongoing review of the support Axis Cleaning and Support Services delivers, additional equipment has been introduced. This includes a new road-sweeper for use in the service areas, and this has significantly improved the cleanliness of the external areas of the centre.

Within the mall, there was an opportunity to make more of the flooring, to help lift the appearance of the centre. Whilst terrazzo flooring, which is made of chips of marble, glass and other aggregates, is hardwearing and ideal for highly trafficked places, over time its high-gloss finish fades. Developments in cleaning technology, however, mean that specialised equipment can grind away excess dirt and polish the flooring at the same time. Axis Cleaning and Support Services identified that the machine already used for daily floor maintenance could achieve this with the use of new polishing pads. The use of new diamond- encrusted pads eliminates the need for any chemicals in the polishing process and effectively restores the original high-gloss polish.

Along with additional investment in equipment, staff training and improvements to cleaning processes, a new Cleaning Manager has been appointed who reports to a Region Manager for additional management support.

Simon Plumb, the Harvey Centre’s Operations Manager, says that the appointment of Axis and the changes that have been recommended are having a very positive impact: “We look forward to the relationship with Axis Cleaning and Support Services developing, especially as the Harvey Centre undergoes a new phase. In 2013 the centre was awarded a platinum grade ‘Loo of the Year Award’. The Awards celebrate the best ‘away from home’ toilets in the UK and are recognised as the benchmark for those providing facilities for staff, customers and visitors.
